AMGA Consulting Names New President and COO

Alexandria, VA – AMGA today announced that Fred Horton, M.H.A., current chief operating officer (COO) of AMGA Consulting, has been named president of the organization and Wayne Hartley, M.H.A., current vice president, has been named COO.

Mr. Horton will take the place of longtime president of AMGA Consulting, Tom Dobosenski, CPA, who will move into a new role serving as subject matter expert.

“Fred’s experience at AMGA Consulting as a valued advisor and his extensive market knowledge have positioned him well for his new role as president,” said Jerry Penso, M.D., M.B.A., AMGA president and chief executive officer. “I am confident under his leadership, AMGA Consulting will continue to deliver to our members services that lead to the high performance necessary to succeed in today’s market.

Prior to his roles at AMGA Consulting, Mr. Horton has served in several senior-level leadership positions inside healthcare organizations, including as chief executive officer of Arnett HealthSystem; president and CEO of Iowa Health Physicians; and president and CEO of Health Midwest Medical Group. Mr. Horton received his master’s degree in healthcare administration from the University of Minnesota. He holds a bachelor’s degree in business and healthcare administration from Augustana College in Sioux Falls, SD.

Mr. Hartley joined AMGA Consulting in 2014. Prior to his role as vice president, Mr. Hartley worked with two major physician compensation consultancies, where he collaborated with a variety of academic and community-based health systems focusing on compensation assessment, compensation philosophy and plan design, fair market value (FMV), and governance issues. He also held operational roles in large, integrated delivery systems, including Allina Health in Minneapolis, and HealthEast in St. Paul, MN. Mr. Hartley holds a master’s degree in healthcare administration from the University of Minnesota. He completed an administrative fellowship at Barnes-Jewish Hospital at Washington University School of Medicine in St. Louis, MO. He holds a bachelor’s degree from Cornell University in Ithaca, NY.
