HHS Opens $20 Billion Provider Payment Portal
Application Process for Additional Relief Funds

The Department of Health and Human Services (HHS) has opened a Provider Relief Fund Payment Portal to distribute the remaining funding from the Public Health and Social Services Emergency Fund (Provider Relief Fund). Created as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the fund originally included $100 billion.
HHS has updated the procedures for providers, including those that have already received funding, to apply for additional support via the Provider Relief Fund Application Portal.
HHS released an initial $30 billion of the $100 billion on April 10 based on providers’ Medicare fee-for-service payments in 2019. As detailed in AMGA’s April 23 Policy Alert, HHS will distribute the remaining funding across four categories: general, targeted, rural, and Indian Health. HHS also will use the Provider Relief Fund to cover the costs of COVID-19-related care for the uninsured. HHS subsequently has updated how it intends to distribute a total of $50 billion in General Distribution fund. This $50 billion includes the $30 billion that HHS paid on April 10. HHS on April 24 began distribution of the remaining $20 billion to those providers that do not have substantial Medicare fee-for-service reimbursements.
However, Medicare providers who have already received a payment from the Provider Relief Fund are now eligible to apply for additional funds by submitting data about their annual revenues and estimated COVID-related losses via the Provider Relief Fund Application Portal. The $50 billion general allocation is apportioned based on provider revenue.
To qualify to apply for the general distribution, providers must have billed Medicare in 2019 and have provided on or after January 31, 2020, diagnoses, testing, or care for individuals with possible or actual cases of COVID-19.
The Provider Relief Fund Application Portal is collecting four pieces of information from those providers that already received payments before April 25, 2020, at 5:00 p.m. EDT. Providers that did not receive any funding before the deadline are not eligible to apply. Providers that attested to receiving relief funding may apply for additional funding through this process.
HHS is not distributing these funds in a “first-come-first-served” manner. Instead, the agency will process applications in batches every Wednesday at 12:00 p.m. EDT.
Through the portal, providers will submit the following information for HHS to use in allocating remaining General Distribution funds:
- The provider’s “Gross Receipts or Sales” or “Program Service Revenue” as submitted on its federal income tax return
- The provider’s estimated revenue losses due to COVID-19 in March 2020 and April 2020
- A copy of the provider’s most recently filed federal income tax return
- A listing of the tax identification numbers (TINs) for any of the provider’s subsidiary organizations that have received relief funds but that DO NOT file separate tax returns
For providers submitting tax and financial loss information, HHS intends to distribute additional funds within 10 business days of the submission. HHS is not taking direct inquiries from providers, and no remedy or appeals process will be available.
Providers also must agree to the Terms and Conditions for the $20 billion General Distribution.
